I think it all depends on your style and what you usually like to wear. I think it's very different which could be a good thing because you'll stand out and it's pretty. A lot of prom dresses just look the same but different colors. If you find some awesome shoes to go with this because of the length and make your hair and makeup stand out, it'll be good enough for prom, in my opinion. I would wear this if I could find the right hair etc.to go with it.

It's not different than people who find unique tea length wedding dresses. You can make it look really good with the right shoes and hair/makeup.

For makeup, this dress kind of reminds me of an anime (Asian) looking doll if you know what I mean. I would use lots of light colors to make my eyes pop the most (using whites) and look really big and then make your eyelashes dramatic. Maybe simple eyeliner that adds depth but no wings. I personally like makeup looks that accentuate features but looks very natural and "doll-like" using nudes and light colors.

If you want to go in a different direction then I would still stick with light colors and nudes but add in a very curved, dramatic eyeliner look

It's quite casual for prom since everyone may be way dressed up and you may feel out of place but you could totally dress it up! And if it's your style I'm sure you can make it look unique.

Personally I wouldn't wear the dress to prom although it's really pretty it just doesn't seem formal enough.
