After! Although it would depend on the order at which you apply your face. But it is for setting a "finished" look. I guess you could do it twice! But I would say it would help your blush and contour stay better!

After foundation before any other powder. This promotes easier blending and prevents streakiness. To each their own though. It's just paint!

I always apply it after foundation, any other powder, blush/ bronzer to set the whole look and give it a matte finish :)
