To me it looks like your skin could use some exfoliating so I would do that and moisturize the area then see if it looks any better once the moisturizer has had time to sink into the skin (:

I agree with Alexis. Exfoliate gently then moisturize. If you're feeling real special steam your face then gently exfoliate and moisturize.

Stop using anything with alcohol in it. Drink more water like every few hours drink a glass of water. I started using Cetaphil cleansing lotion and the moisturiser for dry sensitive skin and it's really worked for me. my skin used to be super patchy and I had dry flakes all over my cheeks and chin. It was horrible. Exfoliate gently 2-3 times a week with a product that doesn't contain alcohol. If you use a toner use one without alcohol made for dry skin. I would apply slices of cucumbers that I soaked in water onto my face. Don't use hot water. Don't drink alcohol or smoke it'll only contribute to having bad skin imo. Try using less products in general and simply having a simple routine.
