It's the traditional German dress, Charlotte. They are generally worn for festivals (Octoberfest and such) and weddings. But there are a few who still wear them for day-to-day activities!

I'm sorry but I have to disagree..I live in Germany and none of us wears a Dirndl on an everyday basis, only when you are working in a bavarian restaurant :D
When you wear a Dirndl, you usually braid your hair. For makeup, you can do whatever you want to :)
