You might be able to look into purchasing an exfoliator.

Smashbox has a primer and I think Hard candy does also.

Mix it with a little moisturizer maybe to help it spread. Don't mix the whole bottle just test a little bit. If it's old or not good quality foundation it's not going to work as well. A beauty sponge is only a few dollars I would really suggest buying one. Maybe just set aside a couple dollars a week if you need to? I got one from ulta for $8 and I'm in love with it.

Ok. Look and see if they're are any affordable primers at your local drugstore. A primer may help to make your makeup blend in around your dry spots.

Make sure to moisturize really well and by over exfoliating it can cause dryness.

Okay maybe try mixing some moisturizer in with your foundation, or do two layers of moisturizer, the second after letting the first one soak in. And I wouldn't wait a long time after washing your face and exfoliating to do your make up.

You should probably buy a hydrating cream and use that before your moisturizer. Hydrating creams sink into your skin while moisturizers only lock in the moisture that may or may not be in your skin already.

Maybe don't wear foundation until you can get some of these products? Because there is really like no way at home to fix it...

If you look up how to make primers I'm sure there are multiple tutorials.
