Use a light shade under your brow, I think that would make your brows pop and add more definition to your darker smokey lid.

The problem with using a highlight under my brows is that my eyes are kind of hooded so I don't want to emphasize that too much, but I can still try that, and maybe use a darker shadow in the crease maybe?

Sometimes using a shadow that is matte and just a hair lighter than the skin under your brows will help blend out the darker shadow without making an obvious brow highlight.
