I'm 5'2 & I don't have a problem with dresses being too long. Forever21, Marshall's, tjmaxx, & target are places where some of my maxi dresses are from. My mom normally buys a maxi skirt and where's it as a strapless maxi dress.

Try the teenage/kids section,new look go up to an age 14-15 which is more like a petite size 10
