I've been wanting to do this for months. How to I get this with a curling iron?

Maybe do it with a large curling iron and then brush them out? I'm not an expert but that's what I would try.

Use a wand if you can, and as soon as you curl a piece loosen it up with your fingers. After your hair is all curled use a wide toothed comb and a smoothing serum :)
