In my opinion, if youre going to wear coloured heels you'd have to match that colour to your lipstick, earrings, bracelets and clutch. I'd stick with white heels and a natural face if I were you.

You can create whatever look you want with this dress, adding classic pink stiletto pumps matching your lipstick color would rock it!but with no accessories , if it is winter out there you can use black military style boots plus maximum count of silver rings and a scarf maybe with star pattern.

Love the dress! Since it's black and white, you have a ton of options to choose from when it comes to accessories. I think Zoe has the right ideas. If you choose to use colored accessories, they'll all need to match, otherwise the outfit will appear unbalanced.
If you want a more classic look, I'd wear white pearl earrings and necklace, with white (preferably patent) heels. Or, silver shoes with diamond (real or fake) jewelry.
As for makeup, I'd keep it clean and classic. I recommend a subtle smoky eye, and a nude or red lip.
