Can you make your own colour toner? With Manic Panic or food colouring?

I had a post about getting ashy brown hair by myself (no salon) and what was suggested was doing a coloured toner to cancel the brassy red.
How do I make my own toner?
A girl said use blue food colouring but I feel that's really risky and another suggestion was making a coloured conditioner using manic panic.

Green should be used, not blue. And adding blue manic panic to your shampoo and conditioner in my opinion would work.

Honestly, when you do the dye in your hair try to order a "color corrector" from sallys or something or something with red out. It will at least make it neutral. If you do a neutral color and do with the color corrector you can get it ashy.
