If your hair has already a light color the process will be less damaging however to reach that look you'll have to bleach it to a very light blonde and then tone it to remove all the brassiness. it will always become more dry, but the color is gorgeous so its up to you.

I have white hair now and my hair was a dark brown, I used lots of bleach and lots of toner ;)
I'm pretty sure no matter what you do your hair is going to get some damage when you change its color. But I use a purple shampoo every other night and it keeps my hair pretty white with no orange and yellow tones. And on the other nights I use my normal shampoo. Make sure you use a sulfate free shampoo, that's going to help keep it nice and soft. And also make sure you have a deep conditioner in your care routine. I use Ion brands for my shampoo and conditioner.

It also took my hair about 2 years to get it white, instead of doing it all in 1 time so I think that helped with the health of my hair.
