I don't know of any but usually with Ulta or Sephora they have promotions like spend 25$-50$ and get a bag full of samples for free.

Influenster sends boxes of products out for review. If you have a blog or other social reach you can get some good stuff! I have received multiple beauty boxes this way.

I know that you can email certain makeup companies and get free samples that way.

You can also go to sephora in person and ask for a sample - sometimes the salespeople are a bit stingy but usually you can get a decent amount of a product to try! Just don't go in and ask for a bunch of samples at the same store.
