Any suggestions for a matte pallet? I've got green eyes and $20 budget. I prefer darker colors but any suggestions are welcome.

The only all matte palette I can think of is the naked basics palettes, but they are over $20. I would maybe check out colourpop, makeup geek, morphe etc. and make your own "palette". You won't get a lot of shades but you can get colors you really like and will use.

I agree with Ashley :) or if you want to go with a drugstore pallett, the Maybelline nudes isn't bad. Obviously it's not high end but that's what I used for a while and it really isn't bad.

Go online, you should build your own eyeshadow palette. My favorite brand of eyeshadows is Coastal Scents and I'm in love with their single eyeshadows!

It has very good reviews. I haven't tried it. There are plenty of burgundy/wine/purple shades that will make green eyes stand out.
Sonia Kashuk has an all matte palette as well that has been very well reviewed and is the darling of many youtubers:

It's really heavy on the browns though, which would be better for blue eyes, I think.
Wet and Wild color icon range has several all matte palettes. I just bought one with crazy bright colors. Great for a fun addition to a look, but not your daily go-to shadows. Also the quality of the shadows I tried was what you'd expect for the $3.59 I paid for the palette. It wasn't utter garbage, but it wasn't great either.

Sonia Kashuk eye on naturals matte palette is great! It's $20 and it's totally worth it. You can get it at target.
