Maybe a felt liquid eyeliner? The liquid is distributed through the felt tip so it doesn't get into your eye. Kat Von d has her tattoo liner that is a hit!

Inglot AMC cream& gel liner it glides on so smooth and has lasting power of concrete.Another option is Sephora collection's water proof cream liner is also tops. :)
