It's really opinionated. You can do either, people say that doing it with your natural oils and stuff works better and some people disagree.

That being said, if you dye your hair when it's clean, it'll work just as good. Dirty hair gives a tiny bit of protection against damage. I dye mine when it's dirty.

I've dyed my hair on both clean and dirty hair and honestly there's no difference. The natural oils of your hair doesn't really save it from damage so either way your hair will be damaged.

You're supposed to do it on dirty hair, a couple days old. Personally I've done it on both clean and dirty, it works equally well. :)

I've had several hair stylist say the reason to dye on dirty hair is for those who have a very sensitive scalp. The oils help protect the skin a bit from the harsh dyes and it has nothing to do with the outcome.
I've dyed mine both ways, and I find the brand to be the issue when it comes to that burning feeling on my scalp.
