I agree with winnie, kashuk tools all the way. I like that I can look at them in store, touch the sample brush and decide. My only beef is that they only ever have about 10 brushes in their collection at once and they will discontinue things.
I have a few ecotools brushes that I like, but most are not great (the large powder brush, the pencil brush and the small detail eye brush are all good). I have a few elf brushes and some Up and Up brushes from Target. Theses are all synthetic though, so I keep them for creme products.

I just bought the 36 piece brush set from bh cosmetics and they are ah-mazing, I was expecting them to be more like elf quality, (which is still good brushes) but these seriously compare to sigma or Mac, they are seriously the best

BH cosmetics. I love them, I got a set a couple months ago and I love them! They're so soft, and they're affordable :)

For starter brushes I say Sonia Kashuk are wonderful, face secrets are great, Borghese are outstanding, Bandon femme are good.:) of you have a Estee lauder cosmetic company store near you could get a set of Mac brushes for $34
