My first brush set was from Coastal Scents. I really dislike the face brushes, particular the ones meant for cheeks as they weren't the softest but I did abuse the heck ( and still do ) out of the eye brushes.
Must have brush regardless of anything would be Mac's 217's brush. It blends like a DREAM! I actually bought a second one recently and you can create so many looks with this brush if you can get the creative juices flowing.
BDellium tools is actually rather affordable and Jacqueline H. is always recommending them! I would check out Sephora and see what other brands have to offer. I've seen a nice set of 3-4 MUFE Artisan Brushes in your price range! If you see yourself getting more and more into make up, I would hold out on sets because you'll eventually have the time and $$$ to get quality brushes. Not only that, I have like 35+ brushes just stored away in my closet because once you use a quality brush you ignore the cheaper ones. At first I used all of them, but a couple months went by and I was just using the flat brush for eye shadow and blending.
Billy B also has some really nice brushes ( Beautylish ). They aren't luxuary brushes, but they're really good! I also love that he doesn't tell you what they do so that you can be creative with them. My favorite and absued is definitely his #9! It creates a perfect cat eye and I love using it to smudge out any shadow on my lower lash lines.. I could probably use it for a cut crease too.

Unpopular opinion, I do not favor all the elf brushes--their eye brushes are way better than their face brushes. The face brushes shed , pick up product terribly, and are too rough. Would recommend buying the eye brushes as singles and looking at alternative face brushes, like Sonia Kushak:) they always have tester brushes out as well so you can look at them in store:)

Eco tools kit from Walgreens smaller type brushes but they are great brushes and you can get a set of them for 2 dollars and they are great quality and the set includes all of the brushes you need 😀
