This happens to many people! here are two possible solutions:

1.) it's the eyeliner itself. lots of drugstore brands have cheaply made quality eyeliners which will smudge and there's no solution to it. if you're going to consider purchasing a new drugstore eyeliner, I highly recommend rimmel. I don't remember the exact name, but they are waterproof and run for about $4-6.

2.) you can try using an eyeshadow to set it! this will intensify the color and might help with smudging!

I use to have this problem. A few solutions are-
1. set it with a powder the same color as your liner
2. use a primer on your bottom lash line
3. put powder under the eyeliner
I use these three steps whenever I wear liner in my waterline and it doesn't move a bit(:

I would buy a gel liner.
gel eyeliners never smudge on me.
I use the loreal gel liner, it never smudges & it stays for a long time.

I stopped using pencils since they always smudged on me all the time, switching to gel liner saved my life lol.

I completely agree with Alyssa! I used to have this issue and the powder setting helped me tremendously! Now if I forget to add powder right underneath, it looks smeared or doesn't last as long. I recommend getting a different eyeliner. I have tried several different liners and the best ones I have found and have been using for about four years now, is L'Oreal Infallible. Another favorite (and cost about the same as L'Oreals) is Sephora's brand Waterproof Twist Up Eyeliner. Also another thing that could be making it worse is the mascara you are using as well. I would start out with these tips, get a different eyeliner, and if that doesn't help then try a new mascara too.

Softer pencils usually will smudge. like Diggie said try a waterproof pencil. UD has a great line and so does NYX.

I have had this issue for years and what I do now is use Mufe aqua cream black for my lower lash line and water line, after applying like the beauties said above I set it with a very black shadow.
