If they are super skinny jeans, the should cuff right against your leg.
If not I usually fold under then over. It sound weird either way I explain it lol

The pants in the pic appear to have a cotton elastic band. You can either buy a pair (expect to pay a mint for them) or just do as Demetria suggested.

They look like they are slightly cropped so they sit at the ankle and as they are skinny they hug the ankle. If you have Skinny jeans already I would suggest what the others have said and roll them up, it's all in now as well!

The pants have to be pretty tight to do that, and they have to be the exact length your leg is, but I'd just cuff about half an inch section twice, or the cuff might look "skinnier" if you cuff it half an inch and then an inch if that makes sense? :)

Forever 21 sells pants like this online, they make them slightly shorter and skinnier , I don't remember the exact name of them but if you looked on their website I'm sure you would be able to spot them out.
