I would say try NYX. I love the brand and they never let me down and they are also cheap which is always a plus. And for eyeliner, I suggest getting a pencil and possibly smudging it? If you're not looking for black maybe get a brown. I don't wear eyeliner that often so I don't have very many to help you with that, sorry. But NYX for sure I would recommend.

If you're cool toned then go for a blue based red lipstick (Ruby Woo from MAC is a great example of a blue based red) and if you're warm toned go for a more brown based red (like Viva Glam 1 from MAC).
For liner I think you could totally pull of winged liner, just experiment with the angle and thickness until you find what wing suits you best (:
Your eyes kind of remind me of Sharon Farrell on YouTube so I'd suggest checking her out to see how she does her eyeliner!

You have beautiful eyes. And your eyelashes are GINORMOUS. A cat eye will just work to try to make the eyes more almond shaped. But honestly, I think you should PLAY UP your round eye shape, not fight it.
I'd love to see something a little different like a Clara Bow inspired look, with softly smoked liner on the lower lashes, BIG Eyelashes on top (no prob you're there already), and a heart shaped lip. I've been kinda obsessed with a heart shaped lip lately so you'll have to forgive me, but it would look super cute on you. Again, it would play up your natural lip shape.

Maybe give Nyx soft matte lipcream a try? They dry looking just like a lipstick. But I agree with Jenny, Nyx lipstick are great. Love their matte lipsticks, but they can be drying so I suggest burrs bees underneath.

I think just a little bit of liner on your waterline, and on the outer half of your eyelid. Something with a bronze shimmer would REALLY enhance the blue in your eyes. Mascara of course. I wouldn't go red. I'd maybe try a pigmented gloss, a peachy pink. You're very pretty and totally don't need much to enhance it!

Since you have a fair-er skin tone you should try pink/coral lippies. NYX makes excellent lipsticks that are good to try. If you like a color in NYX but not the formula, you could just try a better brand :) And for eyes, try scoping Pinterest! There's lots of different choices. When I get bored with my eyes I play with my eyeliner. I've done drawn on "doll-like" bottom lashes, double wings, empty wings, different color wings, and cut-crease looks.
