Definitely a setting powder. I like rimmel stay matte. you could also try blotting sheets to remove excess oil throughout the day.

Primers can help with this as well, but do powder first and see if that fixes it. It's easier and cheaper.

Try using setting powders with a matte finish and if you're still getting oily throughout the day try an anti-shine foundation primer

I have dry skin but oily t-zone...after I apply my foundation I always take a tissue and seperate it in two sheets...as one tissue is made of two sheer sheets.lol...and blot my face with it...and then I apply powder and in the end setting spray...works like a charm :)

Use a primer (I prefer the smashbox primers)
then a powder to set the primers
the Rimmel stay matte is alright, I have normal to oily skin and I start to get oily after 3-5 hours.

Use a primer. I love my Laura Mercier oil free primer. It's been really hard to find because it has been sold out everywhere!
Then set with a very nice setting powder.

Use a primer before you apply foundation it will help your make up lasts longer and look for one that helps control oils. always set your foundation with powder. during the day bring blotting paper with you or translucent powder to touch up. I think the setting spray you use is good enough so try my other tips.

Definitely need a setting powder and priming your face before will help too! (:
