That's normal for your eyelids to be oily.. If you want your makeup to stay dry put nude eyeshadow or pressing powder before your eyeliner to make it stay on longer.

Lik Hailey said you do hav hooded eyes so to make them look less small bring up some of your shadow onto the hood n highlight jus under the brow bone try to us matte shadow on the hood, itll make the hood less noticable. N for oily eyelids use eyeshadow primer or a skin tone shadow as a base.
