Actually, a lot of the higher end restaurants I have been to, I have seen girls with bold makeup. However, I will have to agree, I'd go with a toned down look just because I feel it's more appropriate

Personally I'd go for a more neutral look as well, but I just assumed that she already asked the higher up as she was asking for ideas. I assume a lot. I've seen bold makeup at expensive restaurants too, I look at it as a personal touch on such boring attire.

I would be concerned about doing all of that makeup and being uncomfortable. Waitresses are constantly moving, it is a fast-paced job and you sweat up a storm. Having a full face with glam eyes and false eyelashes would end up feeling sticky and gross after a long shift, in my opinion.
I would err on the more professional side and stick with more conservative looks. You can add color with lipstick if you're feeling too plain.

I would definitely keep the colors neutral and earth tones, you can always add a bright red lipstick to give your look some color

Thanks ladies! I've been doing neutral. But I forgot to add the sidenote that I work at an exotic Moroccan restaurant. It's theatrical with the decorations and music and belly dancers and fire performers. A bolder look is allowed because of the amped up environment.
