If you have any hair there and shave/wax it then yes, it could be an ingrown hair.

It could be a blister too if you've been wearing tight clothes. It should go away in a few days.

Its a cyst. The best course of action is to let it be. Lay off on wearing the tight clothing to avoid further irritation and don't try to apply any pressure to the area.
