If you have a good eyeshadow primer, most eyeshadow will stay on all day. Plus it prevents eyeshadows from creasing, makes the application smoother/even and will make them look bright, not dull.

I agree with Sam a primer is what usually helps colors to stand out and also putting a light base color on before you add the bold colors should also help.
