I think it depends how natural you want it to look, also if you have sparse eyebrow hairs gel might not be a good idea since it won't really fill in the gaps a lot, so I'd say pencil would be good if you have less eyebrow hairs, and if you have full brows gels are easier but if you want them fuller then you can still use pencil.
