I have a foundation that is both a water and silicone blend. I use hourglass veil mineral primer but I have oily skin. if you have dry skin I would not recommend this primer.

That foundation is silicone based.

If you look at the ingredients it shows that it is more silicone than water based, water is most likely added to make it more liquidy& not thick

I use hourglass with my MUFE mat foundation n it works great with it.
