It depends on which foundation I'm using honestly. Sometimes it's necessary, other time...not so much.

I have troublesome, oily skin. I find that a primer with a little treatment as well as a mattifier helps. If my skin were more on the dry side, I believe I would mainly be concerned with my moisturizer. I use Cover FX Mattifying primer

I have been doing half my face with primer and half my face with a mattifying moisturizer this week. It's amazing how similar the results are. The primer has some pore blurring properties and the moisturizer has sunscreen, but otherwise they perform almost the same. I'm kind of amazed that I can actually skip the priming step and save the money as well. Not throwing away primer yet though because summer is whole different thing with my combo skin.

Okay I guess I'm on the other side of spectrum because I can't live without my Hourglass mineral veil primer. It seriously makes a difference to me. I was like everyone else and didn't believe in primers until I tried the hourglass one. My skin is combination, oily tzone and dry cheeks. When I don't use this primer under my foundation I definitely notice the difference. My makeup stays put way longer with it on and I have very long days 8am-10pm with makeup on. I know it's expensive, but try at least a small sample size. It's worth it!

I have used the elf face primer and didn't like it. but I love their eyelid primer! but my fav face primer is rimmel
