Start off with a good under eye primer smashbox make two really good one's. One specifically for the undereye area and another great one that just fills in fine lines and wrinkles it's dimethicone based which is a silicone oil that will leave the skin plump and smooth now as far as concealers go I find that makeup forever full cover is an amazing one at covering dark undereyes it's oil free and water Proof and it's $34 I also like hard candy Glamouflage concealer from Walmart it's full coverage as well but very limiting with what shades are available. Next apply foundation as usual and if necessary spot treat with your concealer. These are usually the steps I take with my clients to really Conceal heavy undereye bags and discoloration but nothing will replace an amazing undereye cream Lancôme has some really good ones I hope this helps good luck!
