For the cakey skin:
How about using a translucent powder first (I like the Kiko silica based one, like the HD by MUFE- but since yours is called HD I believe it's a similar product) and then a different setting spray?
I like the mist and fix by MUFE and MAC fix+ to make my makeup look like skin or a bit more dewy.
As for primer, my skin is combination and I use a Smashbox one- the one for pores- only on my t-zone, but honestly I don't know if it'll work for you. I also like the Rimmel fix and perfect primer (with the blue cap).
For the eye makeup wearing off badly, how exactly does it look horrible? Is it melting, smearing, settling in the crease, transferring to the eyelid, flaking off?
You wear contacts, right? Could it have something to do with that?

By the way, I'm no expert.
Oh, and you should look at what is the base of your primer and compare it to the base of your foundation: I'm pretty sure that water-based and silicone-based products don't mix well.
But I hope someone will more expertise will help you out!

I don't mean to biased since I do work for mac, but I have these same issues. Mac's 24 extended eye base has worked wonders for my eyes. Also I realized that my lids were dehydrated therefore causing them to overproduce oil just like my skin does at time. I pulled out my mineralized charged water eye cream and just that extra hydration has helped the sliding and skipping of my shadows.
As far as skin, again with the dehydration thing. once I corrected the issue of my skin being dehyrated my makeup stayed on my face much longer. When my skin is not dehyrated but actually oily I use their oil control lotion which have Q22 in it (an oil controlling ingredient that works by dispering oil to the parts of the face that are not overproducing and away from the parts that are overproducing) The primer that I most commonly wear (when I wear one) is their natural radiance. Again it has oil controlling properties as well but it also adds hydration.
I'm sorry that all my products are mac recommendations but working for them this is usually all I have on my face. On my days off my face is naked.
Pevonia is another skin care line that I really love, I have used most all their products for combination skin.

Do you moisturize? That could be the reason for cakeyness if you aren't moisturizing enough (I have extremely dry skin and eczema so I totally feel ya). Maybe a different eye primer could help as well? I like the Urban Decay primer.

I use Rimmel London matte primer, cover girl 3 in one foundation, NYC concealer & neutrogena skin clearing powder on my face. I have incredibly oily skin & acne prone skin. this stays on my face for a very long time before having to fix it. the foundation is a must. I also use urban decay eye shadow primer & it works with just about about any eyeshadows, I use the maybeline gel liner & for mascara I use Loreal voluminous million lashes! definitely think you should give it all a shot. besides the eyeshadow primer it's all drug store stuff, so it's decent in price :)

Sorry I misunderstood, that sounds bad. Are you wearing too much eye cream perhaps? Also, eye cream travels on the skin, so you should apply it a bit further from your eye than you'd think.

As for eyeliner, I don't know why but I prefer non-waterproof formulas. I use the one by Kiko in the conical container with a felt tip that you dip in the pot.
