I use mine after powder, I just apply several dots to where I want highlighted and tap over it with my finger to blend it out.

When I use mine I apply after foundation and blend with a beauty blender or my finger then set it with translucent powder.

I have the Becca liquid highlighters and absolutely love them. They are in lipgloss containers with wands.
I usually do my entire face, blush and everything and then apply it last.
