I prefer liquid because it tends to leave my skin more glowy/ natural looking. I sometimes will use a powder foundation on top to set it and give me a little extra coverage though... I think it mostly depends on your skin type and coverage preference :)

Definitely liquid, Like @Taylor D. Said it gives your skin more of a natural look, And add powder if you want a bit more coverage. If Your asking because you don't know what to use because of your skin type; Here yea go(: Okay so if your face is Oily and you want FULL coverage go with Oil free liquid foundation (TrueMatch- you can get it at your local pharmacy) And get some powder if you want a bit more coverage (Dermablend- ULTA). Either one is great for oily. If you have Dry skin get a good Moisturizer! And use medical makeup It's not on the cheap side but a little bit goes a long way & it's worth it! Hope I helped!:D
