Yep eye primer is the solution! Urban decay or too faced are pretty nice. Pigments look amazing on dark skins since they re so pigmented but dont sweep them, pat them on the eyes

Use an eyeprimer first and then for a base NYX has jumbo pencils in all kinds of colors to help make eyeshadows pop. The most popular one is in milk, its a white colored base and it will make any color stand out
