My hair is pretty thin and I'm needed a cut that will still keep some volume. So would I want long or short layers On top? Also note I have tape in extensions from half way down my head, so they need to be covered. Just
My top layers are so badly damnaged I need to cut them!

You seem to be pretty set on having short layers ;)
I would agree with Melissa.
Since I have no idea where your extensions are, maybe you should ask your hairdresser for advice?
And like, could you get the extensions taken out at all? Because then you could have short layers?

I'm not like set on short layers as my desired look, but my too layers on my hair are so fried I need a good amount cut off.

Layers remove weight so that will make your hair look thinner.
