Brow tweezers- I really like tweezerman. kinda pricey, but totally worth it. plus whenever it starts to go dull, you can ship it to their factory and they'll sharpen it for you for free!! concealer- I love covergirls fresh complexion concealer! for a concealer brush I just use a kabuki flat top brush (I just found a cheap one on Amazon and it works great) makeup remover- I love the simple wipes! they don't have harsh chemicals and get off all my makeup. Heat protectant- I use the tresemme thermal creations! (it's also really cheap, like $4 at Walmart I think) and for face moisturizer I really like cetaphil's daily facial moisturizer! it's so light weight, and it has spf in it. hope I helped! :)

Felt tip eyeliner- sephora's felt tip. oh my god I love it! it's $14, you have great control on it, very pigmented, and very easy to apply.
mascara- I'm not sure if this is water proof, but the clique one is really good!
brow brush & gel- anatasia dip brow ponada with stila's angled brush! or you could use anatasia's #12 brush, as that comes with a brush too.
concealer- for drugstpre, sonia kashuk is really good, so is the maybelline age rewind. if you want a high end one, mac's pro long wear concealer is really good too!
heat protection- as emily said, the tresemme one if my favorite!
for moisturizer- the avveno daily moisturizer is really really good for evening out your skin tone! it also provides a smooth canvas for your makeup!

If your looking for cheap water proof mascaras then try essence! It's very cheap but leaves no clumps! Also for concealer my favourite is the Estée leauter with BB cream concealer. It's kind of pricey but totally worth it!

Felt tip eyeliner - smashbox & stila have great felt tips.
Tweezers - honestly there is a lot of good tweezers. I like the revlon ones to apply my falsies.
Brow brush & gel - Anastasia #12 brow brush and tarte tinted eyebrow gel is the bomb. personally I wouldn't say dipbrow is a gel.
Concealer - Mac Pro long wear. it's honestly the best and a little goes such a long way.
Concealer brush - I use the beauty blender to blend out my concealer.
Makeup remover - neutrogena makeup wipes
Face moisturizer - LUSH vanishing cream moisturizer

Felt tip liner.. I second the smashbox
mascara.. I use a buxom waterproof one not sure of the name but I have bad allergies which cause my eyes to water & this is my HG so far

makeup remover.. Dermalogica precleanse is my HG without a doubt. it removes everything and is safe for the eye area, but their emr is amazing as well it contains silk amino acids which help strengthen your lashes. be cautious of makeup remover wipes, many contain high levels of alcohol which isn't good for your skin. There are brands that don't contain alcohol and I'll use them for cleaning up my makeup in a pinch but I personally don't like them
*face moisturizer.. embryolisse lait creme concentrate is amazing, very hydrating and great for before makeup application

Concealer- I love covergirl concealer it is really creamy and blendable also instead of makeup brushes why not to try a beauty sponge like beauty blender or miracle complexion by true techniques 💕

Felt tip liner one of my favs is palladia!! and also nyx has a good double sided eyeliner. I thinks it’s called two timer. one side has smudge/crayon eyeliner and the other has felt tip! I love that because I line my water line with smudge eyeliner and I do my top liner with felt tip so it’s the perfect combo. only about $10 I think.
