For my Halloween costume I need a pigmented eyeliner preferably in a felt tip and from the drugstore. My price range is no more than $15.

I like the Loreal Infallible Gel Liner. when I apply it to the back of my hand when applying to my eyes, I can't rub it off my hand when I'm done.

Elf has a 3$ cream eyeliner, and I know NYC has a felt tip eyeliner. With the NYC liner, you may need to go over the line you made again. It's not the best in pigmentation but it works!
