If she swims lots, tell her that she needs to rinse off immediately before and after, and to use a good cleanser all over. Chlorine can be very horrible for the skin if it's not rinsed off completely. I'd also tell her that she should go to a dermatologist. They'll be able to give her something that won't react badly to the chlorine. I know certain acne treatments can cause burns after being in chlorine. They'll be able to get her into a daily skincare routine as well which will help as well.

In the meantime, try getting her to apply a moisturizing cream she doesn't breakout too. If she doesn't have one, try jojoba oil. It's the closest thing to the skins natural sebum, so it doesn't clog pores that causes breakouts and will have absorb all the moisture. It'll help calm the skin and even though applying oils on oily skin sounds counterproductive, but skin can be oily due to the dryness. Another thing, if it hurts, having a lukewarm oatmeal bath with a few spoons of sea salt in the water can help heal and soothe the acne on the back and chest. Make sure she washes her face after shampooing and conditioning, the acne on her hairline may be due to hair products, so Washing after its rinsed can help, as well as avoiding any products around the hairline, or at least covering her face while spraying product
