L'oreal has a setting spray in their infallible line. it's honestly not my favorite, but a lot of people like it, and it's in your price range. most of the drugstore brands you listed carry primers, but without knowing your skintype, I don't want to suggest something that may not work for you. I have oily/combo skin and like the rimmel stay matte primer.
