Yes and no. Like foundation, or any face products really, there are ones made for both dry and oily skin, and even combination skin. You just have to find the one that works best for you. Unfortunately face makeup is all about experimentation to find the perfect match for your personal skin.
I have dry skin and love the tarte bb cream, but it's the only one I've found that I love.

I have dry skin and I love the Loreal anti-redness bb cream. By far, better than any foundation and bb cream I've ever tried. it wouldn't work probably if you have very fair skin because when you blend it into your skin, it comes out a little dark or "tan"

Smashbox bb cream is life. It's a lighter coverage than say foundation. But, I picked some up recently for my super dried skin and I recommend it.

It's good for dry skin if you get the right formula. I prefer the Korean ones a lot more than the western ones.
Good ones for dry skin are the Skin79 snail nutrition one or the Skin79 gold label.
You get more coverage with the Asian ones than most of the western ones. I find that the. Western ones are very sheer to light coverage.
A lot of them being marketed as a base/primer a lot of times due to how sheer they are.
The Asian ones usually only have one color but you could add a darker foundation color, like a few drops and it'll match.
I'm and NC30 and use a foundation in about NC45 and mix a few drops with the BB cream.
I'd rather use a darker color because there's less foundation and more BB cream.
If I used my color with the BB cream I would need about half foundation and half bb cream which I don't want

You can get different bb creams some are thinner and runnier for people with dry skin if your skin is oily they have matte bb creams or bb creams that are thicker.

Lotions and beauty oils are for dry skin.. I have super dry skin and it has nothing to do with the makeup but the skin care routine. I use all matte foundations and since I've started moisturizing properly I've had no problems with dry spots.

I used to love bb creams but then I realize they have less oil control compared to foundation (good ones) which was my main concern. It depends on what you're aiming for actually.

I love to use BB cream underneath my foundation. I actually use the It Cosmetics CC cream, and I love it! It has good coverage and is perfect for dry skin.

I have to apply moisturizer first, no matter what BB or TM I'm using. I think most of them just offer light coverage and somo oil control but not hydration. The combination I really like right now is first The Body Shop Seaweed Moisturizer and then Nars Tinted Moisturizer, due I have combo skin (dry cheeks, normal nose and chin, oily forehead)
