It's probably just product build up. Try a power shampoo to get the existing product out and then just make sure you wash all of your shampoo and conditioner out. Also, try to reduce the amount of serum you put in it.

It looks like scab breakup. Like when I have a scab in my hair. But that probably wouldn't leave a lot.

Dandruff and lice are pretty common together, have you had close (head to head) contact with anyone (particularly children or parents of small children) since you've started finding them? Lice can lay dormant for a while and not reproduce. I'd try going through your hair with a lice comb just to make sure.
