As far as I know, no! Freckles are... well... freckles. And hyperpigmetation is dark spots around your face (melasma) and lightened spots or splotchiness. Basically, discoloration. Again, this is as far as I know. Hope this helps! :)

Yes, freckles are a form of pigmentation. They are places where the melanin (which produces color in your skin, and makes you tanner in the summer) is produced more. We get them from the sun, and some people are born with the extra melanin in certain places. It all depends on genes and sun exposure. Hope this helps:)
