I'm pretty light of skin and I don't tan well, I have a foundation but it's to light and the next one up it to dark!? Anyone have a good foundation to recommend?!?!

You could always just buy the next shade up and mix the two for your perfect shade. Having 2 shades offers a lot if flexibility. Not only can you mix your perfect shade and adjust it to the seasons but you can also use the light one alone as a subtle highlight and the darker one as a subtle contour.
