Check out melt cosmetics in "dgaf" I believe. I have a swatch on my profile. It's matte and stays on for 12+ hours perfectly. Kat von d also has a blue lipstick.

Kat Von D studded kiss in Poe is darker than the picture you posted and has a touch of shimmer, but it's so gorgeous on the lips. I believe she also has a matte blue in her liquid lipstick line.
