Love yourselfie by pur. It's a little over your price range at 39 but comes with two lip glosses as well as blush bronzer and highlight and the colors are well pigmented.

I really recommend Tarte's Energy Noir, Showstopper, or Rainforest. Too Faced also has great palettes. Most palettes though that are worth buying are about $40-$50 though. I personally can't stand the Naked Basic's because they are just boring and limited to what you can do with them...
