Correct me if this is in the wrong category but I just got this new dress from old navy and I don't know how I should do my hair and makeup with it.

It really depends on what look your trying to create, maybe you could do a high bun or leave your hair out. And for makeup having neutral colors would look great.

You could do your brows, foundation, mascara, small winged eyeliner on the top, white or a light shaded eyeliner on the bottom water line, to base it you could use a nude pallet and nude lips. something like that?
