I would get what you would feel comfortable in:)
starting out for face makeup I would get concealer, a bb cream, and a blush. I like the nyx hd concealer for blemishes, the loreal anti redness bb cream,and a powder blush.To set your bb cream just use a translucent powder. I always use a matte finish one from rimmel. Then just finish off your face with a powder blush. I love the ones from nyx.
For eyes I started out with black mascara but if you don't feel comfortable with black then you can use a brown or clear one. To really make your eyes pop you can curl your eyelashes if you want to.
I also started out with filling in my eyebrows with a cake powder and brushing them out with a spoolie from nyx but if you don't want to than you can just keep them in place with an eyebrow wax or clear mascara.
And finally for lips I use a butter gloss from nyx but I honestly just wear a moisturizing Chapstick from nivea.

I really like the L'Oreal True Match foundation.
I'm on retinal and get really dry in some areas but my t-zone is still very oily and I like it plus it's only about $10.
I only use a touch up when my skin is kinda oily in the T-zone and I like the Palladio Rice Powder or the Rimmel Stay Matte powder. I think the rice powder is good or setting and the Stay matte is good for touch up.
I would also suggest the NYX HD powder. Just a tiny amount after setting powder to make your skin look smoother and feel softer.
For concealer I really like the Pro Longwear by MAC.
Lips, I like the lipsticks from Wet N Wild. They're about $3 and work really well.
