You should fill them in after applying foundation so that way you won't have to worry about accidentally get foundation on your eyebrows after you already filled it in.

I fill in my eyebrows first before I do anything. I put eyeshadow primer on my eyebrows so the pencil & shadow have something to stick to. I use concealer to clean up my brows. After I do that I then do my face makeup to blend the concealer even more.

I think it's best to do your eyebrows at the end,that way you'll avoid foundation and powder all over them :)

You shape yours good,I would fill them just a little bit more in the outer parts,shape is great :)
