What palettes/brands have very pigmented eyeshadows, excluding Mac and Urban Decay? Especially those with neutral colors.

Since you've excluded urban decay I would have to say hard candy they have several ten color palettes and I have and love the green and the blue one.

The hard candy palettes I mentioned also make a neutral palette with browns and golds:)
