That actually looks like an eyeshadow "tattoo" which r like the tattoos we used when we were little..amd you cut and shape them to fit your eye.

Glitter... well you could go for high end and get a bunch of 20 dollar MAC pure pigments at your local mall.. or maybe at your local giant eagle or ulta go for the 3 dollar Nyx Glitters or pigments. I have a bunch of them and they're awesome but the only way you'll get that result is if you use a base. I recommend Nyx's jumbo eye pencils as well. They make shadow appear ten times better!! Or Too Faced has a Glitter Glue you could try, its around 20 dollars:)

I bought some at Kmart thru wet an wild that looks like that it was only 2.99 (these are pictured below) as for other loose glitters, try lit cosmetics they're only glitter and for $13 and they're really pigmented and if you buy three they come with a kit and the glue. You can also try hot topic and Mac for the loose glitter pigments! Nyx also has a roll on glitter that works really well and is very affordable, as well as a loose glitter that's around $3-4. Also if you're going to be applying loose glitter to your eyelids you need to have a brush only for glitter and glue and I've found using eyelash glue works the best for making it stick/stay on all day!

At target E.L.F has silver and gold glitter eyeliner for 1$ and its the best glitter eyeliner I've used (:

Oh yeah and for glitter eyeliner you can use that as a base to apply more glitter to your lids, but I use the Beauty Rush glitter eyeliner in the brown color and apply it like I would eyeshadow all over and you have to do a couple layers but it's so pretty and sparkly! Plus the victoria secret make up is pretty affordable! Also another good brand of glitter eyeliner is sephora's which is around $7, and NYX from ulta which is $5-6!!
