Practice practice practice! No better way than to head to YouTube and start watching videos.
You'll see all kinds of things from product reviews to how to's.
You'll also see people better at it than others and see which techniques you like more than others.
Other than that get to the drugstore and pick up a few things to start with. No need to make a big investment in it all before you get your feet wet.

The most important thing that really help frame/shape the face is your eyebrows so I would suggest filling them in and shaping them- there are tons of great tutorials on YouTube on how to shape them for your face... Second for me is highlighting and contouring... Make sure and blend well :) those two I think for me make the most difference! Good luck and welcome to the addictive world of makeup!

Watch youtube...a lot!! There r step by step how to apply makeup...You can actually start with a mascara, blush and lipgloss...Have fun!

There are no rules to makeup. there are so many techniques. I would suggest youtube and practicing. The cool.thing is that a lot of stores let you return makeup if you arent happy with it. some of my favorite stores are ulta, sephora and mac. what skin type are you? That is important because it determines your face foundation. I would.recommend.a.few basic items like mascara, lipgloss or lipstick, eyebrow pencil or brush and play.with.false.lashes.

If I was starting a beginner's makeup kit, I'd include concealor to put under eyes / red spots, blush, mascara, a brown / black eyeliner, & a pretty pink lipstick. Hope this helps! =]
